Due to several high-profile deaths in police custody outside of California (and in Sacramento, San Diego, and Los Angeles) the California Legislature passed AB 1196, which prohibits police from using chokeholds and carotid holds. Of course, this does little to address police violence and mental health issues. Most California jurisdictions had banned such holds soon after George Floyd’s death and before the law was even passed.
